24/10/2025 (Agence Europe) – On Thursday 23 October in Brussels, the EU Heads of State or Government expressed their concerns about Chinese export restrictions on rare earth technologies (see EUROPE 13737/4, 13735/32). This subject should be on the agenda of a forthcoming European Council, according to one source. In the meantime, the European Commission is to compile a report on the many trade disputes between the EU and China, according to the same source. It must also try to find solutions to the problem currently facing European importers who are struggling to obtain export licences for Chinese rare earths. The anti-coercion tool was mentioned during the discussion between the leaders on Thursday, but for the moment a majority of them are calling for an alternative, more diplomatic solution. With this in mind, teams from the European Commission will be meeting the relevant Chinese authorities in Brussels during the week of 27 October. (LM)
