On Friday 24 October, the European Union and Uzbekistan signed an Enhanced Partnership and Cooperation Agreement (EPCA), as announced at their 18th Cooperation Council in Luxembourg on 21 October (see EUROPE 13736/36).
This framework document, considered historic by the EU, aims to advance the strategic partnership between the two parties, strengthen dialogue and diversify trade and sustainable development.
In full compliance with international law, in particular the United Nations Charter, the Agreement “opens new horizons” in cybersecurity, counter-terrorism, digital connectivity, sustainable transport and access to critical raw materials, as stated in the joint statement between the EU and Uzbekistan.
“The EPCA will facilitate the expansion and diversification of our bilateral trade and investment, driving economic growth”, welcome the two parties.
The joint statement also highlights the recent measures taken by Uzbekistan to improve labour mobility. Among other things, the Agreement provides for the parties to consider negotiating an agreement on readmission and an agreement on visa facilitation.
Among other things, the EU welcomes the finalisation of the EU-Uzbekistan negotiations on market access for services and goods, as part of the process of Uzbekistan’s accession to the World Trade Organization (WTO). It also reaffirms the joint efforts to combat climate change.
