24/10/2025 (Agence Europe) – At their plenary session in Strasbourg on Thursday 23 October, MEPs rejected a motion to object to the European Commission’s delegated act on the definition of hydrogen as a low-carbon fuel. By voting 373 against, 180 in favour and 20 abstentions, the European Parliament therefore supports the delegated act as presented at the beginning of July (see EUROPE 13677/21). In the parliamentary committee, the motions to reject tabled by the groups ECR and PfE were not supported by the other political groups, despite the EPP’s criticism of the design of this act (see EUROPE 13732/7). The vote in favour of the delegated act was accompanied by a written note from the Commission confirming ‘grandfathering provisions’ guaranteeing the protection of investments, a commitment to technological neutrality and the announcement of a methodology for calculating the emissions of hydrogen produced from electricity from nuclear and renewable PPAs by the end of 2026.
