European energy ministers to discuss future framework to support industrial electrification

In a document dated Friday 3 October, in preparation for the Energy Council on 20 October, the Danish Presidency of the Council of the European Union asks the European energy ministers what specific measures the European Commission’s future electrification strategy should contain to support industrial electrification.

This electrification strategy, which is currently the subject of a public consultation, is due to see the light of day in the first quarter of 2026 (see EUROPE 13697/11).

The ministers will discuss the framework required to encourage investment in industrial electrification, while enabling businesses to react to price signals and consume flexibly.

The debate “creates a timely opportunity to exchange perspectives on the electrification agenda and to provide input to the Commission before the action plan is presented”, writes the Danish Presidency.

It adds that the electrification of industry, which accounts for 25% of total energy consumption in the EU, requires enhanced measures to improve the competitiveness of electricity, “such as accelerating the deployment of low-marginal-cost homegrown sources such as renewables and nuclear, and strengthening the grid and expanding storage capacity (...)”.

The Danish Presidency also points out that the review, scheduled for 30 June 2026, of the regulation on the reform of the electricity market in 2024 (see EUROPE 13560/27) will make it possible to assess whether additional measures are needed to “further strengthen incentives for cost-effective industrial electrification and flexibility”.

At the Council meeting on 20 October, the ministers will also discuss energy security in Ukraine and Moldova, and will attempt to reach a general approach on the REPowerEU regulation for a move away from Russian gas (see other news).
