Seventeen EU Member States advocate a strong and integrated CAP after 2027

A joint declaration by seventeen Member States – Austria, Belgium, Bulgaria, the Czech Republic, Spain, France, Croatia, Hungary, Italy, Lithuania, Luxembourg, Latvia, Poland, Portugal, Romania and Slovakia, with the support of Estonia – published on 30 September, calls for a strong and integrated Common Agricultural Policy (CAP) to be maintained after 2027.

In this joint declaration consulted by Agence Europe, the signatory countries criticise the European Commission’s proposals for financing the CAP for the period 2028–2034, and note the conclusions of the Agriculture Council of 9 December 2024, which call for “targeted and sufficient” financial resources and the maintenance of the two-pillar model.

They also warn of the risk of “fragmentation” associated with the European Commission’s various legislative proposals, notably the National and Regional Partnership Plans, the Performance Regulation, the Common Market Organisation and the EU School Fruit, Vegetables and Milk Scheme.

The signatories are calling for full consistency between these texts and insist that the measures directly relating to agriculture in these texts should be negotiated by the EU agriculture ministers.

Finally, the Member States are stressing the urgent need for adequate and reliable funding for the CAP in the face of rising production costs, geopolitical tensions and environmental objectives.

At the last ‘Agriculture’ Council, the ministers were already extremely critical of the European Commission’s proposals (see EUROPE 13722/14).
