European Commission criticises numerous EU countries for failing to transpose legislation

On Thursday, 24 July, the European Commission initiated infringement proceedings against several Member States for failing to transpose legislation.

The following acts are concerned: Directive 2025/290 updating the list of defence equipment (country concerned: Denmark; transposition deadline: 31 May 2025); Directive 2023/2413 aiming to accelerate the deployment of renewable energies (all EU countries except Denmark; transposition deadline: 21 May 2025); Directive 2024/1226 criminalising violations of European sanctions (18 countries concerned; transposition deadline: 20 May 2025); Directive 2025/149 updating [the terms regarding] the land transport of dangerous goods (nine countries concerned; transposition deadline: 30 June 2025); Directive 2024/2963 on protocols for examining certain varieties of agricultural plant species and vegetable species (countries concerned: Cyprus, Denmark, Portugal, and Slovakia; transposition deadline: 31 May 2025); and Directive 2024/3010 on lists of plant pests on seeds and other plant reproductive material (countries concerned: Cyprus, Portugal, Slovakia, and the Netherlands; transposition deadline: 31 May 2025).
