27/05/2025 (Agence Europe) – On Tuesday 27 May, the General Affairs Council adopted a targeted amendment to the regulation on CO2 standards for new passenger cars and light vans (see EUROPE 13635/18). This amendment allows manufacturers to comply with their obligations for the years 2025, 2026 and 2027 by averaging their performance over the three-year period, rather than over each year. The financial penalties provided for in the initial text are therefore cancelled. This text is part of the ‘Industrial Action Plan for the European automotive sector’ presented by the European Commission at the beginning of April (see EUROPE 13646/4, 13612/14), which the European Industry Ministers would like to see implemented rapidly (see EUROPE 13646/4). The European Parliament has also approved this amendment (see EUROPE 13636/13), which will therefore come into force twenty days after its publication in the Official Journal of the EU.
