Register of Damage for Ukraine accepting claims for compensation for death of immediate family members

Starting this Thursday, 16 January, the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine will be accepting claims for compensation from families who have lost a loved one in this conflict.

This applies to the parents, spouses or civil partners, and children of deceased individuals as well as any person who can prove the existence of close ties with or dependence on the victim.

To date, the Register of Damage for Ukraine—created during the Council of Europe’s Reykjavík Summit in May 2023 and based in The Hague—has recorded complaints relating to the destruction of residential property (claims category A3.1).

The launch of this new category of claims relating to “the Claimant’s own mental pain and anguish caused by the death of an immediate family member” (category A2.1) was delayed by the Russian cyberattack on Ukrainian governmental registries in December, which prevented claimants from accessing information needed to put together a claim.

The cyberattack also delayed the submission of A3.1 claims, but it has been announced that [the submission of] these claims will resume as soon as the Ukrainian registries are fully operational.

At the moment, there are nearly 13,000 A3.1 claims, representing more than €800 million in reported losses.

Preparations are underway to open the register to other claims categories in the near future.
