European finance ministers are expected to reach a unanimous political agreement at the Ecofin Council on Tuesday 5 November on the legislative package on value added tax (VAT) in the digital age (ViDA).
This set of texts (see EUROPE 13516/4, 13515/18) includes three proposals: - single registration; - the exchange of information based on electronic invoicing; - digital platforms. The Member States reached agreement on the first two points in May, but Estonia vetoed the last one (see EUROPE 13409/2, 13437/1).
This veto could be lifted on Tuesday thanks to a proposal from the Hungarian Presidency of the Council of the EU, which introduces a transitional period for the implementation of the presumed service provider regime. The scheme will be voluntary from 1 July 2028, and compulsory from 1 January 2030.
