EU and South Korea call on Pyongyang to end military cooperation with Russia

At their strategic dialogue (see other news) on Monday 4 November, the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and the South Korean Foreign Minister, Cho Tae-yul, jointly condemned the “continued unlawful” arms transfers from the Democratic People’s Republic of Korea (DPRK) to Russia and the deployment of DPRK special forces in Russia in support of its war of aggression in Ukraine (see EUROPE 13515/31).

Such cooperation between the DPRK and Russia is not only in flagrant violation of multiple UNSC resolutions, but it also prolongs the suffering of the Ukrainian people”, said the two parties in a statement.

They also indicated that they were monitoring exchanges, including the possible supply by Russia of materials and technology to the DPRK to support Pyongyang’s military objectives.

They expressed particular concern about the possibility of a transfer of nuclear or ballistic missile technology to the DPRK, mentioning in particular the “disturbing shift” in Russia’s position on the denuclearisation of the DPRK. (Original version in French by Pauline Denys)
