EU reintroduces tariff quotas on Ukrainian groats

Imports of Ukrainian groats into the EU are once again subject to customs duty. They exceeded the volume limit below which this product can enter European territory without a tariff (20,648.24 tonnes), set by the regulation on autonomous trade measures towards Ukraine (see EUROPE 13386/1).

The tariff quotas set out in the EU/Ukraine Association Agreement normally apply in this case, but these have already been considerably exceeded (8,603.43 tonnes). Until the end of the year, Ukrainian groats will therefore be subject to the basic tariff applied to all the EU’s trading partners (outside the free trade agreement), which is 7.6% for this product.

From 1 January until 5 June 2025, the formula in the trade agreement will once again apply, and groats below 8,603.43 tonnes will be able to enter the EU duty-free.

Groats is the fourth Ukrainian product for which a safeguard measure has been triggered, out of the seven listed in the regulation (see EUROPE 12443/1).
