07/06/2024 (Agence Europe) – On Thursday 6 June, the Agency for the Cooperation of Energy Regulators (ACER) published a study it commissioned from the Florence School of Regulation (FSR) on how regulators could encourage the more efficient use of existing and future electricity networks and how they could promote smart grids. This study provides an overview of existing regulatory frameworks in Europe, the United States and Australia that encourage innovation and efficient investment in electricity transmission. It also proposes a new regulatory system that is based on the benefits of projects (rather than on their costs). By sharing these benefits between the user and the network operator, the aim is to create a stronger incentive for technology-neutral solutions while mitigating rate increases, rather than investing exclusively in infrastructure.
