European telecoms regulators publish report on the ‘cloudification’ of EU networks

On Thursday 7 March, the Body of European Regulators for Electronic Communications (BEREC) unveiled a draft report on cloud computing services.

The text details the impact of these new systems in the digital sector, particularly in the telecommunications sector, and their regulatory implications. The report, which has been open for feedback and consultation since 13 March, describes the functioning of cloud service markets, interoperability, switching solutions, and the interaction and converging trends between cloud services and telecommunications.

The subject of the text should be seen in the context of the Commission’s recent communication on the subject (see EUROPE 13355/8), and its ‘White Paper’, which identified the future challenges facing European networks and initiatives to prepare for them. The report identifies a number of regulatory considerations relating to the ‘cloudification’ of networks, and highlights possible future developments in the sector.

For the authors of the text, the development by the EU of regulations relating to the telecommunications sector, digital giants and interoperability is a good thing, but the concentration of suppliers is not to Europe’s advantage: the market share of European suppliers is declining, despite the exponential growth of the European market in recent years.

Industry players and other parties affected by the report can submit comments online until 24 April.
