On Tuesday 19 March, the members of the European Parliament’s Committee on Civil Liberties (LIBE) approved, with 49 votes in favour, one against and three abstentions, the provisional agreement with the Council of the EU on the revision of the directive aimed at establishing a single access point to facilitate access by the national competent authorities to centralised registers of bank accounts.
The provisional agreement, reached in June 2023 (see EUROPE 13213/19), establishes a single point of access to bank account registers and extends access to banking information to authorities responsible for prosecuting serious crime, in addition to financial intelligence units (FIUs).
The technical resources of the FIUs have been harmonised so that information is now delivered in the same technical format, allowing immediate use of the data and improved cross-border information exchange.
Information on crypto-asset transactions and crypto-asset service providers (CASPs) are also affected by this revision.
The text still has to be formally approved by the European Parliament at its April plenary session and by the EU Council.
