MEPs adopt EU budget for 2023 with focus on Ukraine and energy crisis

On Wednesday 23 November, the European Parliament formally adopted the 2023 EU budget to address the consequences of the war in Ukraine triggered by Russia and the crisis of high energy prices.

The 2023 budget was adopted in the European Parliament plenary session with 492 votes in favour, 66 against and 42 abstentions. The total budget for 2023 amounts to €186.6 billion in commitments and €168.7 billion in payments.

The Parliament has obtained an envelope of €1.05 billion for its priorities, in addition to the amounts initially proposed by the European Commission in its draft budget plan (see EUROPE 13068/25).

MEPs obtained additional funding for the following programmes, among others: Erasmus + (+ €120 million to support students and teachers in Ukraine), humanitarian aid (+ €150 million), the ‘Asylum, Migration and Integration’ fund (+ €36.5 million), the Neighbourhood, Development and International Cooperation Instrument (NDICI - Global Europe) for the EU’s southern and eastern neighbourhood (+ €280 million), military mobility (+ €58.8 million), the Connecting Europe Facility (+ €103.5 million), and the LIFE programme (+ €30 million).

The budget was signed and promulgated by European Parliament President Roberta Metsola.

The Commission will assess the sustainability of the expenditure ceilings and sub-ceilings of all headings of the 2021-2027 Multiannual Financial Framework (MFF) as part of the mid-term review of the MFF regulation, which it plans to carry out by mid-2023, as set out in its 2023 work programme, according to a Commission statement in the ‘joint draft’ on the 2023 budget.
