On Tuesday 22 November, the Council of the EU approved by qualified majority the joint text on the EU general budget for 2023, following the compromise reached with the European Parliament on 14 November.
Only Sweden and Hungary abstained from the Council vote on the EU budget for 2023.
The total amount of commitment appropriations in the 2023 budget is €186.6 billion. This is an increase of 1.1% compared to the 2022 budget as amended. A margin of €0.4 billion has been maintained under the expenditure ceilings of the Multiannual Financial Framework (MFF) for the period 2021-2027 to allow the EU to respond to unforeseen needs.
Total payment appropriations are €168.6 billion, which corresponds to a 1% increase compared to 2022, or 1.03% of EU Gross National Income (GNI).
The European Parliament will adopt the budget for next year (see EUROPE 13063/8) on Wednesday 23 November.
