Brussels, 04/05/2022 (Agence Europe) – Member States’ ambassadors to the European Union (Coreper) did not take a clear position on the French Presidency’s proposals on the Social Climate Fund on Wednesday 4 May, with neither of the two options on the governance of the Fund presented by France taking precedence over the other (see EUROPE 12944/13). The discussions were a bit “laborious”, according to one source, and did not identify a basis for compromise, although the aim is to reach an agreement by the end of June. The dossier also remains on hold pending negotiations on the ‘ETS 2’ system. The two options on the table are to include this new Fund in the EU budget, on a line fed by revenue from the ‘ETS 2’ system. The second would place the Fund, financed by the sale of ETS2 allowances, outside the EU budget. (SP)
