Brussels, 20/12/2012 (Agence Europe) - The Society of Audiovisual Authors (SAA) of Spain has filed a complaint with the European Commission on the subject of the new Spanish law concerning the system for remuneration relating to private copying and right holders, SAA states in a press release. The new system replaces a levy/tax of €115 million paid to the benefit of right holders to cover prejudice linked to private copying by a €5 million envelope from the state budget, SAA explains. This is an amount that the government seems to find adequate to compensate the right holders. The SAA considers such provisions are not in line with the 2001 directive on copyright and the case law of the Court, as it circumvents the question of remuneration for private copying and underestimates the loss of earnings that authors have to endure.
