Brussels, 20/12/2012 (Agence Europe) - On 18 December, the European Commission adopted a communication calling on industrial players to allow better access to online content and to plan discussion groups for this. The initiative, which proposes the organisation of further dialogue as a concrete measure, follows the policy debate held by the Commission in early December on the future of copyright provisions.
In its new release, the Commission sets out the broad lines of the so-called “de-structured dialogue”. Dialogue will be steered by Commissioners Barnier, Kroes and Vassiliou and will be attended by right holders, bodies responsible for granting licences, commercial and non commercial users of protected content, and internet end users. It will begin in January and cover four areas: - cross-border access and the portability of services; - content generated by users and the granting of licences to small users of protected material; - the audiovisual sector and institutions that manage and preserve cultural heritage; - and, finally, data and text mining. In parallel, the Commission will seek to know whether, in 2014, it must submit legislative initiatives on territoriality in the internal market, harmonisation of copyright, and limits and exceptions to copyright in the digital era.
