EU secures HGV motorway parking

Brussels, 09/11/2010 (Agence Europe) - On Monday 8 November, EU home ministers agreed on a project put forward by the Belgian Presidency of the EU Council of Ministers aimed at making parking sites for heavy goods vehicles secure. Belgian Home Affairs Minister Annemie Turtelboom said they wished to make hauliers' parking places secure by harmonising categories of parking areas throughout the EU. Member states have adopted a model agreement for five categories of secure parking areas for heavy goods vehicles. In the first category, some relatively inexpensive measures are taken, such as reducing greenery, ensuring sufficient lighting, etc. Category 5 is the most secure category, providing in particular for the site to be manned 24 hours a day, seven days a week. The identity of all vehicles or persons that enter is verified and logged. The fence is equipped with an anti-intrusion system and protected against HGVs intentionally driving through. There is CCTV coverage for the entire parking area. The model agreement will apply to parking areas for heavy goods vehicles but not to parking areas where lorries cannot or do not have authorisation to park. Ministers also adopted conclusions on the creation and the implementation of EU policy to combat major international organised crime. This will consist of four stages: - the development of a complete and detailed picture of criminal threat having an impact on the European Union (end 2010), the establishment of a multiannual strategic plan to effectively address prioritised threats (end 2011), the implementation and monitoring of annual operational actions plans (2012), and a thorough evaluation of the policy sequence (B.C./transl.jl)
