Brussels, 19/04/2006 (Agence Europe) - The regulation establishing a community code on the crossing of borders by persons is to take effect on 13 October 2006. The code, endorsed end February by the Justice and Home Affairs Council (EUROPE 9137), mainly governs the conditions whereby entry to the EU may be refused to third country nationals. A dominant role is given to the European Agency for the Management of Control at External Borders of EU Member States (Frontex) as the overseeing body for Member State cooperation in this area. Article 34 of the code, which stipulates that Member States should provide the Commission with certain information, such as a list of residence permits issued or the list of border crossing points, took effect on 14 April. (Regulation No562/2006 which establishes the Community code on EU border controls is published in the Official Journal L105 of 13 April 2006).
