Parliamentary Assembly states that Russia still not truly under Rule of Law

Strasbourg, 28/01/2005 (Agence Europe) - On 25 January in Strasbourg, the Parliamentary Assembly of the Council of Europe returned to the Yukos affair, and found that the Russian Federation is still a Member State in which the law and legal proceedings may be used to serve those in power, despite Russia's undertakings when it joined the Council of Europe.
