29/11/2004 (Agence Europe) - Luxembourg Green Claude Turmes (who was a rapporteur for the European Parliament) on electricity liberalisaetion in Europe welcomed in a press statement the Council's decision of 29 November for, "revision of the Commission's unrealistic and overly bureacratic proposal" by former European Commissioner for Energy Loyola de Palacio on security of electricity supply and investments in infrastructure (see aabove). These proposals aimed to further central energy production, he asserted in a press statement. He insisted that for the internal energy market to by safe and competitive funding was need for projects to produce energy that was based on demand, "rather than generating long distance electicity flows owver thousands of kilometres". According to Turmes, the "blackouts" of summer 2003 in Italy and the USA provided many lessons, particularly the fact that Italy did not have sufficient electricty lines and that the responsibilities of the system operators and regualtors in the diedfferent countries involved were not well defined.
