European Commission lowers public procurement thresholds

Brussels, 15/11/2004 (Agence Europe) - The Commission has reduced its European thresholds regarding public procurement. With the adoption of Regulation EC 1874/2004 (Official Journal, 29 October 2004), it thus comes into line with the agreement on public procurement concluded in 1994 in the context of the World Trade Organisation. The thresholds foreseen by the European directives must correspond to the counter-value in euros of thresholds fixed by agreement with the WTO. The new values are:

  • Directive 2004/18/EC on public contracts for works, supply or service: EUR 154,000 (instead of EUR 162,000) for supply and service contracts awarded by central government authorities; - EUR 236,000 (instead of 249,000) for the other public contracts for supply and services; - EUR 5,923,000 (instead of EUR 6,242,000) for public contracts and works concessions;
  • Directive 2004/17/EC on special sectors: - EUR 473,000 (instead of EUR 499,000) for public contracts on supply and services; - EUR 5,923,000 (instead of 6,242,000) for public works contracts.
