Toubon outlines aspects of privileged partnership that could be alternative to accession and would allow Ankara to be "central pivot" in "Stability Pact for Black Sea and Caucasus"

Brussels, 23/09/2004 (Agence Europe) - Jacques Toubon explained that at the UMP they were of the opinion that they should not begin accession negotiations and therefore the European Council should not take this decision.
