Brussels, 18/06/2004 (Agence Europe) - On Friday, EU heads of state welcomed the main guidelines of the new European Neighbours Policy (ENP) that the European Commission unveiled in May 2004 to step up relations with neighbouring countries which do not play to join the EU.
