Electoral system: party list system in a single constituency; preferential voting; proportional representation under the d'Hondt system

Here is the list, in the order presented, of the Luxembourg Social-Christian party Chrëstlech Sozial Vollekspartei (CSV) for the European elections: - current Prime Minister Jean-Claude Juncker (50); - current minister for work and employment, François Biltgen (46); - minister for agriculture Fernand Boden (60); - minister for justice Luc Frieden (41); - MP Norbert Haupert (64); - minister for the family and social protection Marie-José Jacobs (54); - culture minister Erna Hennicot-Schoepges (63); outgoing MEP Astrid Lulling (75), an eminent expert on beehives, bees and honey, a former trades unionist and member of the Economic and Social Committee, who was also an MEP from 1965 to 1974 and subsequently since 1989; - the current European Commissioner responsible for education, culture and sport, Viviane Reding (53), who has already been an MEP between 1989 and 1999; - the current president of the Luxembourg parliament, Jean Spautz (74); - the chairman of the CSV group in the national parlialent, Lucien Weiler (53); - the current interior minister Michel Wolter (42).

The list of the Demokratesch Partei Lëtzebuerg (Liberals) is headed by foreign affairs minister Lydie Polfer (51). The list takes the following order, other Liberal candidates in the European elections of June 2004: - secretary of state for the environment Eugène Berger (43); - parliamentarian Xavier Bettel (31); - parliamentarian Niki Bettendorf (67), member of the NATO Assembly; - minister for education Anne Brasseur (54 ); parliamentarian Emile Calmes (50 ); - outgoing MEP Colette Flesch (67 ) who entered the EP for the first time in 1969, several times minister and former director general of the Commission between 1990 and 1999; - the minister of defence Charles Goerens, former President of the WEU Assembly (52 ); - minister for the economy Henri Grethen (54 ); - MEP Paul Helminger (63 ) who was a member of the European Convention; - MEP Jean-Paul Rippinger (63 ); - minister of health Carlo Wagner (51 ).

The Luxembourg Socialist Party list for the European elections in June 2004, is very similar to the list of 1999. Heading the list is president of the party, Jean Asselborn (54), Member of the Chamber of Deputies. In second position, as in 1999, figures former minister Alex Bodry (46), Deputy and member of the NATO Parliamentary Assembly. In third place and also like in 1999, Mady Delvaux-Stehres (53), Deputy and member of the parliamentary assembly of the Council of Europe. Former journalist Mars Di Bartolomeo (52), and currently a Deputy, is in fourth place. Followed by lawyer Lydie Err (55) Deputy and member of the parliamentary assemblies of the Council of Europe and the WEU. Former MEP who has since become a Senator, took part in the two European Conventions (Charter and Constitution), Ben Fayot, sixth place. He is followed by outgoing Deputy Robert Goebbels (60) former journalist and minister for the economy. In eighth position, the president of the parliamentary group at the Chamber, Jeannot Krecke (54). Luxembourg has six seats at the EP.

The Déi Gréng green party list is headed by outgoing MEP Claude Turmes (44), physical education teacher, who has been the rapporteur on many big dossiers such as the energy sector. He is followed by: national MP Dagmar Reuter-Angelsberg (48); François Bausch (47), also an MP; Felix Braz (37), parliamentary attaché.

The Luxembourg Communist Party is not represented in the European Parliament and does not have any MPs in the national parliament. It is onetheless presenting a list of twelve candidates, which notably includes six Europeans citizens who are nationals of other member states (Portugal, Spain, Italy and Germany). The list is headed by a 59 year old teacher, Zénon Bernard. I talso includes a 65 year old trades unionist, Fernand Hubsch, and the chairman of the party, Ali Ruckert (49), a journalist.

Another left-wing party, Déi Lénk, is presenting a list with no great hope of actually having a candidate elected. It comprises the only national MP on the list; Serge Urbany (52) and the former MP André Hoffmann, who is currently deputy mayor of Esch-sur-Alzette. The Déi Lénk list is currently the only one headed by a woman, Giuseppina Amendola-Paza. The list has women in the top five places.

Well-represented in the national parliament, the Comité d'action pour la démocratie et des justes pensions is not represented in the European Parliament. It is presenting a list headed by Gaston Gybérien (54), who was an alternate member of the European Convention. It also contains other MPS/ Jean Colombera (50), Fernand Greisen (59), Jacques-Yves Henckes (58), Aly Jaerling (56), Jemp Koepp (70) and Robert Mehlen (55).
