09/06/2004 (Agence Europe) - On 8 June, the Justice and Home Affairs Council approved conclusions on the constitution of the European database on visas (VIS), which will allow the European Commission to launch a call for tenders for its development by the end of the year. The Council also approved: - conclusions aimed at encouraging admission to the EU of third country researchers; the Europol working programme for 2005; and modification of the SISNET budget. The Council also invited the Commission to review how appropriate it would be to have a European travel document for expelled persons. The Council held a first discussion on the report on five years of European freedom, security and justice policy, which will be the subject of indepth discussions during the Dutch Presidency, during the second half of the year.
