Chirac and Schröder refuse to countenance any failure for ratifying constitution - Spain wants 66.6% of population to be included in calculation of double majority - according to Poland, divergences persist

Brussels, 13/05/2004 (Agence Europe) - Jacques Chirac and Gerhard Schröder at the end of the Franco-German Ministerial Council (the third since 22 January 2003) on Thursday in Paris, refused to countenance any failure to ratify the European constitution by EU Member States. The German Chancellor said that he thought this unimaginable and that they had to work energetically to obtaining a "yes" in the referendums instead of already reflecting on what could happen if there were a "no" vote....
