Brussels, 13/05/2004 (Agence Europe) - Jacques Chirac and Gerhard Schröder at the end of the Franco-German Ministerial Council (the third since 22 January 2003) on Thursday in Paris, refused to countenance any failure to ratify the European constitution by EU Member States.
