Brussels, 21/04/2004 (Agence Europe) - Speaking before a delighted Croatian delegation headed by Foreign Minister Miomir Zuzul, Commissioners Günter Verheugen (enlargement) and Chris Patten (external relations) solemnly announced on Tuesday evening at the European Parliament that the European Commission recommends the Council open negotiations with Zagreb with a view to its EU membership (yesterday's EUROPE, p.4).
