Madrid refuses to accept 55%/55% double majority

Brussels, 11/03/2004 (Agence Europe) - Further to a meeting with Danish Prime Minister Anders Fogh Rasmussen, the President of the European Council, Bertie Ahern, said that he was "encouraged" by signs of flexibility emerging on the future Constitution. However, diplomatic sources in Madrid told Reuters that Spain would not accept the idea of a 55%/55% double majority of States and population for votes in Council. However, the Quai D'Orsay spokesperson said that France was disposed to look into any proposal by the Irish Presidency "in a constructive frame of mind" (as Germany has already done). Next Tuesday, Gerhard Schröder, accompanied by Joschka Fischer, will hold an informal meeting in Paris with Jacques Chirac and Dominique de Villepin.
