Brok, Nicholson and Van Orden reports approved by large majorities

Strasbourg, 11/03/2004 (Agence Europe) - On Thursday, the European Parliament approved, by a large majority, the Brok report on the ten countries acceding to the EU on 1 May; the Van Orden report on Bulgaria (see the summaries of both reports in EUROPE of 26 February, pages 16 and 17) and the Nicholson report on Romania (see EUROPE of 20 February, p.6, for the summary of this report, which calls for a re-organisation of the accession strategy to help Romania respect the political criteria). The text which was finally adopted on Romania was softened somewhat from Emma Nicholson's original: the rapporteur had said that it would be "impossible " for Romania to finalise negotiations in 2004 and join the EU in 2007 as it had not "entirely implemented" a series of measures, and Thursday's plenary warned Romania that the conclusion of accession negotiations and its entry into the EU at the planned dates "would not be possible if the country failed to take all measures necessary". We will return to the debate, and will publish the resolutions in their entirety in our EUROPE/Documents series (see yesterday's EUROPE, pages 6 and 7, on the speeches by the rapporteurs, the Presidency of the Council and the Commission.
