Madrid refuses to accept 55%/55% double majority

Brussels, 11/03/2004 (Agence Europe) - Further to a meeting with Danish Prime Minister Anders Fogh Rasmussen, the President of the European Council, Bertie Ahern, said that he was "encouraged" by signs of flexibility emerging on the future Constitution.
