Brussels, 23/02/2004 (Agence Europe) - During Monday's General Affairs Council in Brussels, most ministers who took the floor spoke out in favour of an agreement on the next financial perspectives (for the 2007-2013 period) at the European Council in June 2005, to be held at the end of Luxembourg's term of Presidency. On substance, only Austria and Sweden reiterated the main message set out in the Letter of the Six, the "skinflints of Europe" (Germany, Netherlands, United Kingdom, France,...
