26/11/2003 (Agence Europe) - Questioned on Monday in Paris by the press (following a meeting with Jacques Chirac) on the European HQ independent of NATO, Javier Solana replied (according to Reuters): in the EU there is already a military high command, "which produces strategic planning. Therefore, change the objective somewhat for some people who are there won't be that difficult a job…Let's try and not exaggerate. Things can be easy if we have the political will". On the same day in a speech in Luxembourg (see below), he mentioned the European security strategy and noted, "prevention can and must take multiple forms and does not reside alone in applying possible military options" (according to certain sources, Mr Solana wants to withdraw the term "preventive" from his strategy document: Editor's note).
