Brussels, 27/06/2003 (Agence Europe) - The Council's decisions on reforming the Common Agricultural Policy (CAP) have been strongly criticised by farming organisations, which are particularly unhappy with incoherent partial decoupling, opening the way to renationalisation of the CAP, and the Commission's desire to use the CAP as a bargaining tool at the WTO. NGOs are disappointed with the decisions on “modulation” and the “conditionality” of direct aid.
