Brussels, 28/04/2003 (Agence Europe) - At a proposal by Michaele Schreyer, the European Commission is to adopt, on Wednesday, a preliminary draft budget (PDB) for 2004, based on the priorities defined in the annual policy strategy approved in March (EUROPE of 5 March 2003).
