SPD wants closed circle

Berlin, 13/03/2003 (Agence Europe) - Michael Roth, President of the German Social Democratic party's ad hoc working group in these matters, has, according to AFP in Berlin, confirmed that the party is interested in setting up a "closed circle" of Member States built around France and Germany, if the European Convention is unsuccessful in giving real momentum to the European Union's foreign policy.
