14/05/2002 (Agence Europe) - In a speech (given in English) in New York at the University of New York (see page 13) on 13 May, Valéry Giscard d'Estaing suggested turning the High Representative for CFSP into a "Foreign Secretary". The Chairman of the European Convention also called for the scrapping of the six-monthly Council Presidency system.
