The results of the fourth Ministerial Conference of the "Barcelona Process", bringing together the EU Fifteen and 12 third Mediterranean countries, were recorded on the "Formal Conclusions of the Presidency" (i.e., France, whose Foreign Minister Hubert Vedrine chaired the work). These conclusions replace a final communiqué that is said not to have been possible due to a lack of consensus, especially on the political aspects (crisis in the Middle East).
