Luxembourg, 17/03/2000 (Agence Europe) - In the case of the "Church of Scientology," the European Court of Justice declared that the French decree of 1996 enabling the State to demand a prior authorisation for foreign investments for reasons of public order lacked detail. The Court of Justice indicated that "nowhere is it indicated to the investors concerned, whatever the specific circumstances in which a prior authorisation is necessary."
