05/03/2026 (Agence Europe) – On Thursday, 5 March, the Council of the EU approved the safeguard clause built into the free trade agreement with Mercosur countries (Partnership Agreement and Interim Trade Agreement), incorporating safeguards when imports from Mercosur partners threaten to cause serious injury to EU producers (see EUROPE 13805/7). It notably sets the threshold for opening an investigation concerning sensitive products at 5% on average over a 3-year period. The European Commission will also proactively monitor imports of sensitive agricultural products and will publish regular reports. The regulation will apply to the Interim Trade Agreement and will continue to apply after the EU–Mercosur Partnership Agreement has been fully ratified. Following Uruguay and Argentina, Brazil ratified the agreement on 4 March.
