European Public Prosecutor’s Office was investigating fraud worth €67 billion at end of last year, according to its 2025 annual report

The European Public Prosecutor’s Office (EPPO) was conducting 3,602 active investigations at the end of 2025, with an estimated loss of €67.27 billion to the European and national budgets, according to its annual report, published on Monday 2 March, which also states that the number of cases has increased by 35% compared to 2024, while the estimated amount of fraud detected has almost tripled.

Revenue fraud, in particular VAT and customs duty fraud, accounts for a significant proportion of losses.

EPPO had 981 ongoing investigations in this area, with an estimated loss of €45.01 billion, or more than two-thirds of the total.

In 2025, the European Public Prosecutor’s Office opened 2,030 new investigations, an increase of 35% over one year, for estimated damages of €48.7 billion. In addition, 275 indictments were served on national courts.

It should also be noted that the judges also authorised asset freezing orders for €1.13 billion, while €288.9 million in assets were frozen as a result of investigations by the European Public Prosecutor’s Office.
