ACER identifies shortcomings in design of framework for integrated planning of electricity, gas and hydrogen infrastructures

As Europe’s energy transition increasingly blurs the boundaries between electricity, gas and hydrogen systems, the Agency for the Cooperation of Energy Regulators (ACER) on Thursday 29 January called for a more ambitious approach in the design of the new integrated modelling framework for planning the EU’s electricity, gas and hydrogen infrastructures.

The Agency has published its opinion on the October 2025 report of the European Network of Transmission System Operators for Electricity (ENTSO-E) and Gas (ENTSOG), with the support of the European Network of Network Operators for Hydrogen (ENNOH), concerning this new framework.

According to ACER, the operators’ proposal does not specify how it will contribute to greater coherence and integration of EU infrastructure planning through “concrete milestones”. It considers that the cross-sectoral integration requirements are “unclear”, the deadlines “vague“, and that stakeholder consultation has been limited.

The Agency therefore recommends clearly defining the assumptions, data and methodologies to be applied consistently across all sectors, as well as updating the ‘roadmap’ to include more ambitious actions and more precise deadlines. It also calls for common indicators to be applied in project cost-benefit analyses.

ACER expects ENTSO-E and ENTSOG to implement these recommendations before submitting the report to the European Commission for approval.
