The Customs programme, which pools resources and expertise to keep the Customs Union functioning smoothly, is producing good results, according to the conclusions of the interim evaluation for the period 2021-2027 published by the European Commission on Thursday 29 January.
The evaluation reveals that the implementation of common components of digital systems at EU level is helping to alleviate a number of difficulties, namely: - the unequal capacity of national customs administrations in terms of IT infrastructure and equipment availability; - human resources and operational processes; - uneven interpretation and implementation of relevant legislation by customs administrations; - geographic, administrative, legal and strategic obstacles to cooperation.
Although complex, the centrally developed Import Control System (ICS2) project was highly technical and not devoid of challenges, but its success is conducive to future Commission-led initiatives. It has had a significant impact from a budgetary point of view and has already contributed to the security and safety of the Union, by making it possible to seize higher-risk goods.
In addition, the collaborative activities funded by the programme continue to produce good results. These activities form the human dimension of the programme. They support networking, ownership of challenges and learning opportunities. They also ensure consistent training across the EU, facilitate the exchange of best practice and promote common solutions.
