26/11/25 (Agence Europe) – The modernised rules on driving licences and driving disqualifications came into force across the EU on Tuesday 25 November. They will be applicable in the Member States in four years’ time, once they have been transposed into national legislation, with the exception of the rules on alternatively powered vehicles and accompanied driving, which will be applicable in two and three years’ time respectively. This legislation, formally adopted in October (see EUROPE 13735/18), should make it possible to achieve the ‘Vision Zero’ objective, which is to halve the number of deaths and serious injuries on the roads by 2030 and move towards their elimination by 2050. In 2024, 19,940 people lost their lives on EU roads (see EUROPE 13734/18).
