On Wednesday 26 November, the President of the European Commission, Ursula von der Leyen, indicated that the European Union institution was “ready”, if the Member States so requested, to present a legislative proposal to set up the “Reparation Loan” to continue financial aid to Ukraine by optimising the mobilisation of Bank of Russia assets immobilised in the European Union.
