On Monday 24 November, the Council of the European Union adopted a number of decisions establishing three assistance measures under the ‘European Peace Facility’ (EPF) for Jordan, the Democratic Republic of the Congo and Chad.
It adopted a third assistance measure, worth €35 million, designed to strengthen the defence capabilities of the Jordanian armed forces. Total EPF aid to Jordan amounts to €55.25 million (see EUROPE 13126/19, 13532/29). The EU will provide the Jordanian Armed Forces with short-range radars and a local command and control system, as well as, where appropriate, related supplies and services, including training in use and maintenance.
For the DRC, the €10 million measure, the second for the country (see EUROPE 13227/41), will provide the Congolese Armed Forces with non-lethal equipment to facilitate command and control, improve deployment conditions and medical assistance, and enable surveillance patrols along river borders. Deliveries should begin before the end of 2026.
Finally, the measure for Chad amounts to €14.5 million and will contribute to the professionalisation of the Chadian National Army through the renovation and modernisation of the Koundoul National Academy for non-commissioned officers (ENSOA-K). The planned support includes infrastructure works, the supply of teaching materials and the redesign of ENSOA-K’s programmes, particularly in terms of compliance with international humanitarian law and international human rights law, in order to respond adequately to Chad’s needs.
