Brussels, 24/11/2025 (Agence Europe) – The Agency for the Cooperation of Energy Regulators (ACER) revealed on 20 November, in its 2025 monitoring report on the EU’s security of electricity supply, that almost €11 billion was spent in 2024 in the EU on “a fragmented set “ of some forty security-of-supply measures. These national support measures can take the form of capacity mechanisms or flexibility schemes, which comply with the rules on State aid. ACER reports that in 2024, capacity mechanisms cost €6.5 billion (more than double the cost in 2020).
