Plans submitted by Parties to Paris Agreement do not enable to meet emission reduction ambitions

In the run-up to COP30, the United Nations has indicated, in a summary report of the ‘Nationally Determined Contributions’ (NDCs) published on Tuesday 28 October, that the Parties to the Paris Agreement are not reducing their emissions fast enough.

Taking into account the latest NDCs and announcements made just before the report was published, such as the ‘declaration of intent’ by the EU, which has not yet issued its definitive NDC (see EUROPE 13737/22), global emissions would fall by around 10% by 2035.

These are the words of Simon Stiell, Executive Secretary of the United Nations Framework Convention on Climate Change.

While the direction of travel is improving every year, we have a serious need for more speed, and for helping more countries take stronger climate actions”, he said.

The stated ambitions fall well short of the 60% reduction in emissions estimated by the IPCC as necessary to keep global warming to 1.5 degrees above pre-industrial temperatures.

The report also points out that the analysis does not allow “general conclusions or deductions to be drawn on a global scale”, as it is based solely on the 64 new NDCs submitted between1 January 2024 and 30 September 2025, “representing around 30% of total global emissions in 2019”.
